I wonder how much of Culver's appeal is from their custard on this survey? That being said I think overall their menu is better than most fast food chains. I think Steak N Shake needs a reboot and ditch the servers. Go the route Culver's and Freddy's have which seems to be far more popular. Tier 2 appears to be Whataburger, Smash Burger, Steak & Shake, DQ and Sonic, with all the major chains at the bottom.

My childhood stomping grounds - for years there was a McD's there (an unusual, in-strip-mall space), now a pancake house.
