Not that we know what has happened or what is happening with PP in Desplaines but from tax story angle this sounds similar to this article about Nick's Roast Beef in Massachusetts which was also CASH ONLY and been in business for many decades got caught for tax fraud/skimming with the owner convicted.
From the article below about Nick's which sound similar in popularity to PP:
