Yes. A little more than a decade ago some friends and I drive from San Diego, CA to Bahia de los Angeles, which is about half way down the peninsula. The food was excellent, mainly because of the abundance of very fresh seafood.
Highway 1 runs down Baja. In many parts of the peninsula, it is the only paved road (at least back then). There are a lot of small towns along the highway. I remember one particular meal very clearly: it was in a little town along the highway. The dining room had a few tables, the owners lived in a small house in back, and they also sold blankets. The meal consisted of incredibly fresh, grilled lobster, homemade tortillas, beans & rice (which seemed to be served with every meal I had that week), and salsa. The place was so good - we stopped back on our way back north.
In general, the food wasn't as interesting or as complex as Mexican food can be (in Mexico or in Chicago). But it was an incredibly fun trip. (This was shortly after the Peso Crisis and I recall buying good tequilla for about a dollar a drink.)
Last month my wife and I went to the One and Only Palmilla, at the southern tip of Baja. This is a quite different experience -- it's a luxury resort -- but the food was excellent. I think if you want to focus on great food, I think you'd do better in the northern part of BC or other parts of Mexico.
