It's going to be very hard not to spend a lot of money for dinner in Monte Carlo.
If he rethinks the budget, Alain Ducasse's LE LOUIS XV is next to the casino.
I would suggest a trip to the medieval village of Eze, up on a cliff nearby. There are some nice, albeit touristy spots up there. I stayed and ate at Chevre d'Or in Eze, which is
spectacular but, again, expensive. There are some good, but generic dockside cafes in Cap Ferrat where one can get a solid bourride for a reasonable price.
Now, in Nice your pal can fall into any number of good, cheap meals. Here is my favorite shellfish bar in the world, and that's saying something:

Le Safari is a popular and good option too.
And I should emphasize that the food on the Cote d'Azur and in Liguria is uniformly outstanding, even when compared with other parts of France and Italy.
