Can the bottom cooking grate be used in the same way as the top one? I was hoping to put a brisket on the bottom and then do 12 chicken halves (4 each per 1 1/2 hr cooking) on the top. I'm expecting 10hr hour cook for everything.???

    Essentially yes.

With all the opening and closing your cook time will be extended. Make sure the chicken finishes well before the brisket, you do not want raw chicken juices on your about to be served brisket.
