According to the NAMP Meat Buyers Guide, the weight ranges for Brisket, Deckel-Off, Boneless are 6-8 lbs, 8-10, 10-12, and 12-up. My guess is that the HEB stores spec out a very heavy brisket for their beef loving customers.
I lived in Dallas for many years, and remember seeing whole beef briskets often at my neighborhood grocery store at around the same price that you mention.
