The ban really doesn't have much to do with
foie gras as such, or cruelty to animals, from what I understand. The City Council perceives a weakness in the Mayor's office of late, and the nearly-unanimous vote for the ban - over the Mayor Daley's sarcastic objections - was a largely symbolic gesture of challenge to his dictatorial authority. Interesting that Joe Moore, of all people, introduced the ban, in that he's always been characterized up here as being firmly in the Mayor's pocket. There is some kind of behind-the-scenes strategy afoot, even though it may not appear obvious at present. Think of it as a preemptive warning shot fired at the SS Daley.
