Probably should call it Picasaweb to avoid confusion with Google's desktop photo manager and editor which is named Picasa. They're probably somewhat integrated but each can be used without the other. Picasaweb also has an integrated web based editor which is based on a product named (IIRC) Picnic.
Picasaweb recently updated their policy on storage to not count images that are a max 800 pixels in either dimension. That's big enough for most web viewing and allows virtually unlimited storage.
Before choosing any web host and particularly the free ones, you should read the terms of service to see what you give up to the hosting company. (Disclaimer: I haven't. If I was a pro or serious amateur, I would.)
FWIW, I use Picasaweb (
https://picasaweb.google.com) for photo hosting and Gimp for interactive photo editing. I also use ImageMagick for some scripted operations such as batch resizing and sharpening all pictures in a directory.
