Moonshine is cheap because no taxes are paid on it. This is also why it's illegal. A large percentage of the cost of liquor in a store is tax.
If you're buying it in a store, you're really not buying moonshine, but rather white dog or corn whiskey. White dog is hot right now, and in more ways than one it's like vodka. There's not a lot to distinguish one from another as far as taste is concerned, so marketing steps in, with price just another factor in that equation.
