My wife is channeling her inner Martha and needs the above for a project. By bulk I mean in a greater quantity than the boxes available at the grocery but probably no more than 10 pounds. I will be checking at Costco this week, but I don't remember seeing it there. Thanks in advance for any leads.

Don't give her any ideas - my house is already full of fabrics for quiltmaking and paper/notescards for photography. Just a soap making project, which is why I didn't reveal the reason: doesn't exactly fit into a food forum, although the soaps use a number of kitchen ingredients such as ground ginger, oatmeal, etc. and of course cornstarch.

That actually sounds like an interesting "recipe." It goes to show that eating isn't the only way to enjoy food. I'm really curious how her project turns out.

Apparently now the cornstarch is for something called "bath fizzies," which I don't think are the drinking kind unless you are into that. The recipe is from last year's Holiday issue. Don't know what happened to the soap project - sometimes events move too fast for me to keep up.
