Judging by the quote, it sounds like the place didn't close because of the O'Hare expansion (although that day would have eventually come). It sounds like business is bad and he just decided to close up shop.

Is that the one with the takoyaki (octopus balls)? Their leaving will indeed be tragic, as their $5 katsu curry is one of the great cheap eats in the burbs.
