Bijan's Bistro

Why is this place crowded?

I walked my dogs from Grand/Dearborn to Oak Street beach and back today (Wed) evening btw 6:45 pm and 8:15 pm. Out of the multitude of places I passed (i.e. Jake Melnick's, too many others to list, etc.) Bijan's was the only place that was crowded at at 3/4th full and had any resemblance of a buzz.

I figured they must have cheaper pricing, but a look at the menu dispels that idea, they're no less.
