I'll second both of those suggestions (Le Titi de Paris and Barrington Country Bistro). They don't meet the "nostalgic diner" criterion, but it's your
birthday - live a little!
Note that Le Titi de Paris has a coupon on their website for $20 off dinner.
Also note that both restaurants are open for a very nice lunch, in case you want to combine one with someplace else for dinner. (I've been to both for lunch during the past year, as well as Le Titi for dinner, and both were excellent.)
If you'd like to do something other than French, other possibilities include
Yanni's in Arlington Heights for Greek,
Shaw's in Schaumburg for seafood, and
Seasons 52 in Schaumburg for healthy American. These, too, are all open for lunch as well as dinner.
