Sounds to me like a Pasilla pepper salsa. El Barco on Ashland used to have a decent version of the salsa. Probably still do. Haven't been there in a few years since I move out of the "hood" but I still sometimes crave that salsa and their super flavorful refried beans.
As far as I recollect this salsa is made by toasting the dried chiles on the stovetop in a pan in oil, with lots of garlic cloves until it starts to puff and char a little. Then let cool and then blender with a little of the oil. and I don't know what else. Sorry.
