    After months of rumors, Target Corp. confirmed Wednesday it has plans to open a small grocery in the shuttered Fox & Obel store in Streeterville.

    The Target store slated to open this fall in the former Fox & Obel grocery space in Streeterville not only will be the first small-format Target in Chicago, it will be the first throughout the chain to serve liquor in-store, according to a city filing.
