My mom is coming into the city from the burbs around 2:30 and my boyfriend and I are trying to think of a nice place to go to lunch in the above neighborhoods.

I second the Spacca Napoli recommendation...it was really good - I took my mom there for Saturday lunch and she really liked it.
Also, Tank is really great sushi in Lincoln Square and I think it opens for a later lunch, maybe?

I would suggest Glenn's Diner (1820 W Montrose Ave). The place is casual yet has a really nice feel to it. It is definitely not a "diner" They have fantastic seafood and fish as well as nice salad and sandwiches selection.
Afterwards head across the street to Margies Candies for a fantastic ice cream based dessert. The place is a charming remake of a 1950's soda fountain. It is a new second location to the origonal which is on Armitage.

From what I've read in the Terragusto thread, it appears they do not offer pasta for lunch on the weekends, just eggs and such. Unless they have changed their menu?

Technically this is in Edgewater, but my gosh it is worth going a bit out of your way for. Fresh interesting ingredients, innovative combinations. Presentation is delightful, a great place to take out of towners.
